Otto was named after Otto Franc, who founded the Pitchfork Ranch west of Meeteetsee.
When the first election was held to choose the county seat of Big
Horn County, Otto was locked in a tight race with Basin. Cody, which
was then in Big Horn County, entered the race at the last moment. Cody
split the Burlington vote, and the county seat went to Basin.
